we have a friend who is a greyhound trainer, and when he has a dog who pulls he applies the following technique. with a normal lead & collar.
Instead of the lead coming directly up from dogs neck , he drops it down through its front legs and out to the side, you therefore have a short length of lead going down the front of the dogs neck and past one of it front legs, as the pull the feel the restraint, the harder they pull the more unconfortable it will be. This seems to work for him, greyhounds are also big excitable dogs like labs!.
For a pet dog also the stopping till they ease back is a favoured technique, and is sometimes combined by a little voice control, try to talk to the dog, with a steady & firm tone, even if its being boisterous... and when he is doing what you want then a gentler rewarding sort of voice... Dont get into the position where you are as excited as the dog is, it then becomes either a good game, as dog picks up the 'excitement' in your voice, or a battle for control, usually with the larger dog winning..
Hope this help try the lead trick in the house or garden before you go out...in fact you could also try putting him on a lead, tnen NOT going out, leave the lead on him just for a few minutes,then take it off, when he quietens down reward him with a fuss, maybe a tiny biccy treat. keep doing this, for a while you might find he calms a little from the initial excitement.
