A "step-daughter" we often what we now call a daughter-in-law, so that is just about possible given that George was 35 and MaryA was 18 (so born c 1873), especially as he is said to be married. Do you have the 1891 marriage certificate? If she was only 18 that should be on the certificate and she would have had parental consent to marry. It should also show that George was a widower.

Assuming that George had been married before, and had the son William from that marriage I do think that you should try to find the death of his first wife, but without knowing her first name it means finding their marriage first (likely to be about 1880-1881 but might have been several years earlier). FreeBMD has two George Dawkins marriages in that time frame that could have been your George; April-June 1881 in Auckland Reg District (Co Durham) to either Caroline Elizabeth Hannoway or Elizabeth Marsh and July-Sept 1881 in Merthyr Tydfil Reg District to either Jane Gay or Maria Griffiths.

Unfortunately William's birth appears to have gone unregistered (or so badly mis-indexed that it can't be found) to get the maiden name of his mother.  You could try the Whitton Park church baptism records.

To get the first marriage sorted out you will either have to get access to the church marriage registers and church/cemetery burial registers or start buying certificates until you get the right one. The correct death certificate should show her as wife of George Dawkins with some sort of steel work occupation.
